you can ask your higher officials regarding above said matter.

You should place an application to your transferring superior/authority an application showing genuine reasons of convenience/inconvenience which may be considered by authorities but you can legally claim the transfer as of right because it is Employer's sweet will and not that of an Employee.

Had you posted the background earlier with real problem, as you have stated now, you would not have the need to post multiple questions and would have got the proper answer. But still your question does not show at which place actually you want transfer, as jurisdiction of your Head of the Circle matters. Even now you have posted your query in wrong category, as you are not a student. It is a matter relating to your service.

However, about your problem, you have the right solution now to get your transfer.

You can apply for transfer through proper channel to the Chief Postmaster General of your Circle, under Rule 38 of Postal Manual Volume-IV, for a particular Postal Division under the jurisdiction of which your native place falls. In your transfer application, you will have to make a specific reference to the aforesaid Rule.

If the Postal Division falls within your own Circle, the CPMG would be competent to make your transfer with the consent of the respective Head of the Postal Division.

But, if the place of transfer falls under some other Postal Circle, your application would have to be sent to the Director General of Posts for further necessary action to seek consent of the respective Head of the Division and order transfer on receipt of the consent.

But, you will lose your seniority as you will be placed juniormost to all the officials of your cadre in that Division, if transfer is affected.

The process may take a lot of time. The simplest way is, make a search yourself of an employee, who would be willing to be transferred to your Division. Get his consent noted on your application for mutual transfer and send through proper channel. On the other hand, that fellow may also make an application for transfer under Rule 38 on which you should also note your consent. That way, you can retain your seniority, if the other official is senior to you. If he is junior to you, you will be placed at his place in seniority. This method can speed up your transfer.
