Why the educational loan interest rate differs in nationalised banks

I have taken an education loan for my son’s higher education from Indian Bank [I have SB A/c where my salary credited and also other banks denied it] which charges the loan interest at 14.75 %PA which is very high when compared with other banks they charge around 10.75% PA.
Please let me know whether I can approach any other bank and get my education loan A/c transferred to other bank, is it possible? Or else please let me know whether I can approach the Indian Bank top level dept. / officials and request them to reduce the loan interest rate at par to other banks as a customer's/public interest and submit my grievance letter. If so please let me know the email ID or department name and address to whom I am suppose to write. Why the Govt. of India/ RBI is allowing the banks to charge different rates on educational loan is unknown. Please help me.

you ask quetion and give suggestion too, so better to meet top officer and explain and get reason. i dont think u cant change the loan account to one bank to another.

You can not transfer the loan.
