Hand over of documents from builder

I am staying in apartment in Malleswaram Bangalore . We have formed
owners association & registered under Karnataka Apartments owners association act .We have also signed DOD but Builder has not handed over any documents to Association . Now builder wants rectification
in DOD for super built area & private terrace area mentioned in DOD
for one of the flat owner . We want to check documents such as
approved plans etc to cross check super built area & private terrace area sold to the flat owners . Builder is refusing to handover documents without signing DOD Rectification . We want to check all the documents like approved plans etc before signing Rectification.
Whether Builder is right in refusing in handing over the documents
. Further we would like to know , if builder refuses to hand over the documents can we approach BBMP for getting the approved plans & which document we have to refer to find out private terrace area allotted to flat owner

builder atleast in mahrashtra cannot sell terrace . check the law in krantaka whether he can sell it or not .
you are netiled to obatin sanctioned plans from muncipal corporation make an application under RTI act
