Too low priced bid

What if one bidder quote too law price in his priced bid such as 20 - 25 % with a intention to claim escalation charges in future, can the authority accept such a low tender.

The tender approving authority has the discretion to reject the too low or too high priced bid by placing the reason on official records.

Such tender is not required to be accepted and generally such condition is duly mentioned while inviting tenders.
