Too low priced bid

What if one bidder quote too law price in his priced bid such as 20 - 25 % with a intention to claim escalation charges in future, can the authority accept such a low tender.

Please guide

The tender approving authority has the discretion to reject the too low or too high priced bid by placing the reason on official records.
