How to take on corrupt sub-ordinate staffs of a civil court ?

One civil case is pending against me and my family since the last 8 years in a Civil Judge (Sr.Div) court. One of the Sub-ordinate of that court, is still in possession (Encroacher) of my own land through his maternal uncle..and that uncle was also a retired High Court Employee. So, both these uncle and nephew have arranged one of my relative and made it a issue in court. Both are now influencing judicial process..And ALL THE SUMMONS WHICH WERE SENT TO US...WERE SIGNED AND RECEIVED BY US...AND ONE SUMMON STILL NOT ISSUED ...AND CASE IS DELAYING DUE TO THIS REASON SINCE THE LAST 8 YEARS. MY LAWYER has also nexus with them. Due to Return of Summon and Non-receipt of Summon case is still pending. Here My Question is
1) How to expose these legal professionals who are delaying this judicial process by interfering and influencing the laws...also obstructing the summon process and destroying the summon return reports and acknowledgements.....??
2) What is the law related to Summon...and how can a case remains pending in a Court since the last 8 years just becos of Summon not Served..??

1. First of all change your lawyer upon whom you have no faith and then follow the advice of the new lawyer. The transfer of the case to some other court can also be one of the modes in this respect.

2. If summon through ordinary process has not been served to the defendant, then a prayer should be made to issue it through alternate modes like paper publication, beating of drum etc as per Order 5 Rule 20 of CPC.

If the defendant, to whom the mentioned notice is to be made, directly even without receipt of summons, appears before the court on the basis of his knowledge about the pendancy of the case, then also it shall minimize the time in decision of the case.

where he claims that he is practising from 2001, while as already indicated by me, he was enrolled only in the year 2012!!! CAN ANYBODY PRACTICE BEFORE ENROLMENT? IF ONE DOES SUCH A PRACTICE IS HE NOT FIT TO BE CALLED A "FRAUD"?
