whether on the basis of notories power of attorney any one can sale or Purchase property on behalf of the person who gave the power of attorney. is there any rule ??

No. POA needs to be registered.

A NOTARIZED DEED OF POA IS NOT VALID FOR THE PURPOSE STATED>ONLY REGISTERED POA REQUIRED.
