Possession problem

Hello,
I booked a flat in October 2010, and had my agreement done in Feb 2011. In the agreement the possession date was mentioned after 30 months of agreement date. Now, that period is over. And verbally I was told that it would be 18 months from the date construction work begins. In the meantime, I got the possession last week, (I had to fight for it, due to festive commitments). However, there are two major things pending - drainage and water. I was told that it will be done in two days. I am still staying on rent in the same complex. I have been chasing my builder's men badly but they are not answering me properly regarding work completion. Me and my family are going through a troublesome period, as I am paying both EMI and rent. Can there be any legal course applicable to this situation.

Dear Nadeem,
Thanks for your feedback. However, I have some more queries for you. Do I need to take any legal help to approach consumer forum? or I can do it by myself? And what kind of proofs would be require to support my claim?
