society maintenance bill

Hello sir/mam
IM living in a rented flat since one year. Now I have decided to buy a flat in the same apartment. The problem is that builder did not pay the society maintenance bill since one and half year for the same flat. Builder says that he is not using the flat so he wont pay and society chairman says that if you are buying that flat., so you have to pay last 18 months society maintenance bill.
My question is that Now what I have to do ?
