Post classification and recruitment.

Hi Sir,
Plz help me as Im unable to find
out any relevant judgment or
documents.
1.What is the meaning of direct
recruits ? It is mention in O.B.C
documents after Mandal commission.
2. My father's
case : He was recruited as Medical
officer in class 2 . He gets the same
rank till he is 45 years old.But his
pay scale had increased to class 1
due to various pay revisions. Will his
post classification be considered as
class1 when he is 45 years old ? plz
help me out.

You could better have discussed about the real problem, if you really have, rather than asking a question on classification of post.

For knowing the classification of post, you need to check recruitment rules, appointment letter and promotion letter for the post of your father. Pay revision is not the criteria for judging the rank of an officer. Rather, pay revision is the result of promotion, increment or enhancement on account of Pay Commission's recommendations.

Gazetted cadre of class-II cannot be changed without issue of formal order of promotion.

Sir ,I present here my full case.
It is regarding O.B.C criteria. According to creamy layer conditions the son's and daughters of class 1 officers (direct recruit) are not entitled for the benefit of O.B.C. even if the father or mother is retired or died after retirement.If a person gets into class 1 before age of forty then his offspring are not entitled for the benefit of O.B.C. But if a person gets into class 1 after age forty then his children are entitled for O.B.C.
My father was recruited as General duty medical officer in 1971 on adhoc basis and subsequently regularized in 1973. His rank was assistant surgeon with a pay scale falling in class 2 post classification. He had done his m.b.b.s only. After serving around 4 years due to pay increments and revision of pay his pay scale had increase to class 1. He retains the same post or rank till he is around 45 years of age.
My father is no more with us.He have been a poor doctor all his life.And now I pray if I can take the benefit of O.B.C criteria just to relax my age for public employment.

You are still far away from supply of the correct information. You may better check with the pension office, if your mother is getting family pension from the department from where he retired.

Family pension is not a factor in this case. I believe the post status is indeed a different aspect. It calculates according to the S.C the socially advance category which is in fact very crude...They are mentioning DIRECT RECRUIT , the meaning they never explain .Even DOPT officials won't like to interpret it. I have ask them if my father's recruitment will be consider as Direct recruit after regularization , they have no idea on it. They simply don't answer. My father was regularized , after serving in ad hoc, and regularization itself is not a method of recruitment.

Pension documents contain the designation of the Government employee from which it can be noted to which class he belonged.

Any way, if he was Assistant Surgeon at the time of retirement or death, he was a Class-II Officer. If promoted from that post during his service, he would have been a Class-I Officer.

If you don't believe my statement that assistant surgeon is class-II officer, why don't you go to the hospital and confirm from some assistant surgeon?

Sir It is not about not believing you.Im from Manipur.Here everyone thinks that Doctors are always as class 1 .And also after 6pay commission , all the doctors are now in class1. The difference is the old classification of post where assistant surgeon was class2.
My question is are officer's classification to be from pay scale ? or something else ?

A Class.II post can be upgraded to class.I

Ans : What else do you think it is.

an adhoc employee cannot be said to have joined any post in the eye of law (though drawing salary without pension/grauity entitlement).

Regularisation is his entry in the service.

Thank you all. My last request where can I find recruitment rules regarding post classification ? He was recruited on ad hoc by UPSC so I think the central criteria will apply.

It has become one of the rarest cases.
Manipur got statehood in 1972. My father was recruited in 1971 by upsc on adhoc class2. He got regularized In 1973 by Manipur Public Service commission.In 1973 Central Health service is declared group A services. Will it affect my fathers status when it is learned that all cadres from CHS were on deputation to Manipur till Manipur Health service came into existence in 1982 ?
