Mutation of my newely owned flat from builders

I have bought a flat in Durgapur,WestBengal from Wellfare Real Estate Group in 2010..for that i have taken 10 lakh loan from UBI..Registry had been done on october ,2010..The flat building contains 18 apartments..Now i want to switch my loan to SBI..They are wanting mutation certificate ..What it is?? I went to Durgapur Municipal Corporation for getting my mutation certificate..but they are wanting the holding property tax receipt..But here all the residents of our flat never gave taxes as i learnt the builder hasn't yet handed over the flat (as some top floor of my building have'nt been sell out)..I was told the taxes are given by the builder but i searched no tax of the said flat has been given(as told my the municipal Corporation people).Now what should i do to get my own mutation certificate ..Can i give my taxes of my own apartment myself??if so how..plz help me

if municipal corporation permits individual payment of property taxes bills you can do so . generally till all flats are sold builders collects maintenance from members to whom possession has been given . he pays property taxes , water bills etc . later on after flats are sold he forms a cooperative housing society and hands over maintenance to society formed by him of all members of the society .

Please confirm whether completion / Oc certificate has been received by the builder.

If MC accept pay the tax and switch over the loan to SBI. They are offering competitive rate of interest.

Yes, you can apply for submit your proportionate share of tax so mutation certificate may be issued in your name.

First tell me what if mutation certificate of my flat is not issued ,what else problems may arise???(apart from bank not giving loans)...Secondly if other members of the flat are not willing for mutation of the whole flat (because property tax are not been incurred by them up until now), then is there any provision so that i myself clear my property taxes of my own flat so that mutation certificate can b issued in my name??

muncipial corporation wont accept property taxes from you unless assessment of property is done . you have to meet the builder and resolve the issue .

It does not have any bearing on your title. If it is not resolved then enjoy the property till it is solved mutually.

you are asking what if mutation is not done.you are already experiencing the effects absence of property mutation in your name.
if builder takes another say 3 years to sell all flats and also takes time to obtain completion cert.,it does not mean the flat owners suffer,for builders failure.if one of the flat owners like you want to sell the flat/transfer home loan to another bank,all of you suffer for want of mutation.
better you meet muncipal commissioner and show your property registry and proving your ownership,you offer to pay your flat property taxes from date of registry of property , and ask for mutation.

then you need to mutate in water and electricity offices also .all this is in your interest.
