Points to be taken care of while accepting the n.a. plot in lieu of the money due from business

Hello Everyone,
One of my clients have to take a N.A. Plot in Gujarat from his Debtor in place of the money due, as the debtor doesn't have the money.
Please give your valuable suggestions on following matters:
1. The debtor is not providing with N.A. permission, can this document be collected from any particular place?
2. Can my client directly visit the Builder's office and ask for the necessary documents like N.A. order, Approved plan of scheme, etc for completing the legal work? If yes, then How can he ask for the set of papers from the builder?
3. Is it advisable that the client gets the plot transferred to his name first and then get the Title Clearance certificate OR should he get the Certificate first and then go for the Transfer procedure?
4. Is there anything else other than Title Clear certificate that needs to be taken before getting the Plot transferred to my clients name to avoid any risk of Fraud?

NA permission you can visit collector office . you must be having survey no of plot etc . on basis of said details you can get information .
builder will not entertain you without written authorization from debtor
check papers are in order then only have property transferred in your name . ask for inspection of original documents
