Regarding signing of undertaking while accepting possession letter

Dear Sir,

Request you to Guide me whether my Builder can force me to Sign Undertaking before handover possession Letter to me??
Even after Builder has not fulfill not required Specification mention in Broucher.

Pls help me out to get Possession Letter in this case.

sign under taking sought by builder take possession of flat then move consumer forum against builder . mention you were forced to sign undertaking to take possession of flat

It is reiterated that build some record somehow that establishes the undertaking had to be signed since it was a precondition for issuance of said letter.
