Whom to address while filing a complaint against proper functioning of a tribunal.

Respected Sirs,
With regard to the functioning of the tribunals in our region I would like to file a complaint wherein some cases have been pending long past the due date to pass a judgement. However, I am not sure whom should this be addressed to.
I would be highly obliged if you could kindly shed some light on this.

Madame Aparna,

1. You can write a simple letter citing details of the case before the tribunal and send it by Registered A.D. Post addressed to the Chief Justice of the H.C. and pray for his intervention and direct the tribunal to expedite the case matter.The C.J. will surely respond.
