Delay in acceptance of resignation

Sir, I was appointed by Karnataka PU board as Lecturer in Physics. I joined on 28th June 2013. Then I resigned on 31st December 2013. Later I was informed to furnish self declaration on bond paper and family members consent. I furnished them in March 2014. But till now I have not received relieve orders. Case worker says it is sent to Joint director for signature. It is there since past 3 months. Because of this I cannot join anywhere else for job. Now, can I file a case in KAT? Can I assume that it is accepted? Can I join anywhere without relieve order??
In the bond paper I and my family members declared that I resigned on my own wish, and my family members have no objections for that. I approached concerned people but they are not responding. They are hopeless, careless and neggligent.

You can personally meet the concerned person and explain the situation.

I went to PU board more than 20 times. But no one is responding. They are irresponsible.

It is beyond imagination that such bond ever exists. If your appointment is according to recruitment rules as in force in the state of Karnataka, so far as my knowledge goes, no such bond is required to be executed at all. There may be three months notice period on either side for quitting job. Resignation has got to be accepted as there appears to be no reasonable grounds to reject.
You may make a representation to the (Govt)principal secretary of higher education who takes care of. You may also move KAT.

It is strange that consent of family is required on stamp paper for the acceptance of resignation.
You may narrate all representations (20 or more) made so far in person/by phone/email etc………………….mention dates/ names and brief minutes of discussion including demand of consent of family is required on stamp paper for the acceptance of resignation,…………………………..you being unable to join elsewhere and earn your source of livelihood…………………….. by letter addressed to appointing authority/authority that has the power to accept the resignation and build favorable record………………………and exhaust the internal options.
If the internal authorities do not provide relief then you have the option to agitate in a court of law under expert guidance of your lawyer.
