Registration of agreement

I am Secretary of the CHS in Mumbai. We have Advertising Hoarding erected in our society. In AGM it was resolved to register the advertising hoarding agreement.

The two committee member refused to sign the agreement. What action as a Secretary I can take against them?

Can Secretary, Chairman and Treasurer can sign the agreement?

If resolution is passed in majority then everybody's signature is not required. Only Secretary representing the whole Society can sign the agreement.
