Award Decree got from civil court

(Querist) 01 October 2015 This query is : Resolved 
Sir,I got decree from lower court in 2013 with award amount but the concern department neither paid the claim amount nor appealed in the higher court.even they r not responding.kindly guide me in this matter.already the case is more than 20 years,I am loosing my confidence and faith in the system.
