time bound promotion

i am a lecturer in a university and i was supposed to get a time bound promotion two years back but because the university did not held any selection committee for that i am loosing.
i want to know that
1. how can i get some legal help on this
2 will i get the promotion from the backdate i mean the date it was due to me

3 recently SC gave some decision on promotion will i get some help under that also

It all depends upon the promotion policy guidelines laid down by your University in terms of Regulation prescribed by the University Grants Commission.

Time bound promotions are granted based on government orders issued from time to time. If such an order or Official Memorandum has been issued, you ought to have got the time bound promotion automatically upon the time prescribed for the same. Even if it is not granted then and granted now, you would get the promotion (it is a notional promotion with monetary benefits) from the date it was due.
