Indemnity bond at RTO MUMBAI

Dear Experts,
I am being harassed by RTO Mumbai.
The case is that I have to transfer my vehicle form Haryana to Mumbai and for that I have obtained NOC from Gurgaon , Haryana. This NOC has been submitted to RTO Mumbai and which they sent to RTO Gurgaon for verification. They also received verification.
Still they are asking for an INDEMNITY BOND stating to absolve them of any issues arising in future due to past accident history etc of vehicle.
I even submitted the INDEMNITY BOND but ATTESTED BY NOTARY.
To which the RTO Officer has objection stating that it should be ATTESTED BY EXECUTIVE MAGISTRATE.
I don't see any merit in his statement.
Kindly advise what I should do? Should I file a RTI to know why is it required?

RTI will be conclusive. But why not finish it off by gettng the document attested by the EM.
