I have signed and Submitted all the relevant papers and Agreement at the time of applying of Cash Credit Facility from Bank.When I asked them to Provide me the copy of those documents and agreements they did not even bothered to reply my E mail,what should I do and can I go for RTI and seek copies of above papers?If yes What is the procedure

yes, you can approach RTI, district RTI office, or send one mail to aforesaid reason to RBI, the said bank abide by rules and regulation not following.

The bank is bound to give the copies to you, even otherwise under RTI. Give them a letter demanding for the copies, get the acknowledgment in the copy of the letter. See the reply from them and come back to us.
