my friend servicing as 4th grade cader in the navy as civilian in dockyard as per his statements he has not got promototion while the other person who joined later than my friend all promototed and got promotion now he wants to proceeds in the highcourt for the promotion on the said matter under the article 226 is that really propery remedy

If the seniority list has been by-passed, the individual can seek remedy through Writ petition.
However, it is prudent to approach the higher authorities through proper representation, so that clear picture of such decision can be arrived at (there are certain categories such as 'backlog of reserved categories') If the department has got it's own grievance settling forum, the individual can approach such forum first. (He can seek the data through Right to information also and based on such information, further course of action regarding writ remedy can be taken.
