Is it mandatory for police to file the chargesheet and some one can withdraw the case prior to filing the chargesheet?

Police shall file charge sheet or Final report,any of the two is mandatory depending upon the result of it's investigation after FIR.

If the offence reported is cognizable and non compoundable,victim can not withdraw it.

No!There is none prescribed in law,only reasonable time depending upon their own business can be thought of.

No timeline is prescribed in law and it depends on the reasonable time subjected to their workload and completion of investigation.

If FIR has bee lodged and meantime any compromise between the parties has arrived at on any compoundable offence then police can record such compromise and thus can file a fail report but if the matter is non-compoundable then such exercise cannot be done on the part of the police. In that case, police shall have to file charge-sheet which is also known as Final Report under section 173 of Criminal Procedure Code.
