Please help me ! false police complaint action

My neighbor because of fight with me regularly every 1 month or 2 months goes to the police station files a police complaint against me. He gives bribe to the inspector, the inspector comes to my house, shouts loudly, abuses me, threatens me, demands money from me also to write a neutral report for me but I refuse. This way he is simply harassing me and is enjoying it. I always ask the inspector what he has written in the report regarding the complaint he says he cannot tell me, i must go to the High Court or the Supreme Court for that. I am fed up of this habit now. I asked a lawyer but he said if the police complaint is false then only the police can take action not me.
This is insane, is there some good lawyer which can tell me any way I can sue my neighbor for filing false police complaint against me. I know I cannot stop him from making false complaint to harass me but I want to approach the Court and show the truth to them and then I can sue him for mental harassing, that will scare and teach him and stop him from doing this. This will be a long battle but I will do it. Please some good lawyer give me the correct advice. I am writing with many hopes.

Dear Friend, if you are sure that your neighbor is filling false complaints against you than you can approach the higher authorities and ask them to inquire in your matter, this way you will come to know the nature of complaints filed against you and you will get a chance to give your explanation and further more if you would like to sue your neighbor for mental harassment you can do it either by lodging a counter complaint against him and/or sending him a legal notice. IF HE DOESNOT STOP WITH THAT YOU CAN ALWAYS FILE A PRIVATE COMPLAINT DIRECTLY BEFORE THE MAGISTRATE UNDER SEC. 200 Cr.P.C. AND STATE ALL YOUR CONTENTS IN THAT. YOU PERSONALLY CAN FILE THIS OR ELSE YOU CAN GO THROUGH AN ADVOCATE AND DO THE SAME. IF YOU WANT TO DARFT A COMPLAINT PERSONALLY AND FILE I WILL DRAFT AND GIVE YOU . PLEASE SEND ME THE DETAILS. What i doubt that NO FIR is ever lodged,your
neighbor visits gives over the application and bribes,Inspector visits you in consideration to harass you and goes back and tears the application of your neighbor and only this cycle goes repeated every month.

Just think how many FIR same person will lodge,if registered,they demand investigation,that involves duty ipso facto on police either to charge sheet or to make a final report,that is why police avoid to lodge and 156[3] is often invoked.An other probability may be that non cognizable offences might be getting registered.

In either case you do not have sufficient evidence to proceed in court hence move slowly to make a case against him[cop inspector]by first complaining to his Boss,and give a step by step progress if he still remains biased for bribery.

Move a single application to the concerned police station and obtain copies of entire applications moved by your neighbout against you on different dates and action taken thereon. This single step on your part shall definitely mend the ways of concerned police inspector as providing of information is must within a stipulated time. If they say no application was given then you have further liberty to entangle concerned police inspector.

I doubt, the concerned Police Station shall provide the copies of all documents asked for.
