Structural repairs to the society building

Our society is almost 23 years old and we face lot of leakages, cracks on beams and pillars, etc. We have appointed Structural
consultants and he has given his report. He will arrange tenders through advertisement and we have to chose the best contractor. My Query is as follows:

a) Do we need permission from the Municipality to carry out the structural repairs.This reputed private consultant is registered with the municipality and has a license from them.

b) Since we do not have conveyance from the builder, do we have to take NOC from the builder to carry out Structural Repairs to the society building to avoid future disputes and complications.

c) In order to use the Money from the Sinking Fund do we have to take permission from the Registrar or can we withdraw by passing a resolution in the AGM/SGM.

In my opinion --

a) If structural changes do not deviate from the originally sanctioned plan and pertain only to repairs to the faaults of the buildings, you need not take any permission/ approval from the municipality. However, if that deviates from the original plan, you must seek approval of the municipality.

b)If no conveyance deed is there from the builder, you cannot make any repair, what to say of structural change, without the proper formal permission of the builder.

c) Please clarify, sinking fund of which nomenclature? If the fund has been created and is meant only for the reconstruction or extensive repairs of the building, the management of the society can use its funds for the purpose with proper resolution approved by the AGM/SGM.
