Denial of increment

Will it be legally incorrect if increment for a year is denied to a manager/managerial employee in Central Public Sector Company , for not submitting Annual Property Returns for the year? Submission of Annual Property Returns every year is a requirement as per the Conduct and Discipline Rules of the Company.

It depends upon the Rule and Regulations of the company as well as due process for such harsh decision.

Except with penalty orders issued for misconduct after following the due procedure of issue of charge sheet and giving opportunity to the employee to defend his case, increment cannot be withheld in a CPSU.
