Dear Experts,
One of my friend is an Class-I officer in the PSU of the State. He is appointed by the Chairman & Managing Director (CMD) as Chairman of the committee constituted for the purpose of framing service rules of the employees of the organistion. One of the officers is appointed as Member-Convenor of the Committee and other officers are members of the committee. When the Chairman and the Member convenor of the committee wrote letter to the CMD providing supporting staff such as 2 UDCs, one computer operator for stating the assignment to them, a reply is received from the CMD that "Chairman is requested to expedite the report", and not given any reply on the request of supporting staff. Second letter is also written to the CMD requesting him to provide supporting staff (2UDCs and computer operator, no specific reply is received instead the CMD wrote a letter to the Chairman of the committee that "expedite the report".
1.Please suggest what type of reply is to be given to the CMD?
2.For not starting the special assignment given (assignment outside the regular duties), does it amount to any misconduct? when the required supporting staff is not provided.

state that it is not possible to expedite the report as work of drafting has ot yet started in absence of support staff . that inspite of repeated reminders no support staff has been provided
