Can complaint u/s 200 crpc be filed after filing fir

2 years back my friend was griveiously injured in attack by unknown person. Police Filed FIR against unknown person that is kept pending despite knowledge of suspects.

Since investigation is closed, Can we file Complaint U/s 200 CrPC with prayer for direction to hand over case to Crime Branch U/s 156(3) CrPC. If not than please let me know other alternate remedies ?

My friend is a Labourer and Workers Union Leader as well as Social worker. Due to Financial problem he won't be able to afford Advocate to file Writ Petition in Bombay High Court as he cannot pay more than Rs. 3000/-.

I am ready to type the Petition and even willing to give printouts of the petition since facts and grounds can be accommodated in around 8 pages.

Can anyone help my friend to seek justice within the above cost ?

No need to worry if your friend have a financial problem then consult with Legal Authority and take help from them it will be free of cost.

Your friend can seek legal help under legal Services Act by moving a simple application before any magistrate in whose court the complaint is proposed to be filed.
