Change of property name

Sir my grandfather gave a gift deed to my father and after 16 yrs my father expired and recently before 6 months my grandfather also expired.Now how can we change the property name,bills name,property tax names to my mother's name.Can you please explain the procedure.

You should get mutation,mutation process is the change of title ownership from one person to another when the property is sold or transferred. By mutating a property, the new owner gets the title of the property recorded on his/her name in the Land Revenue Department as well as the Municipality or Panchayat, contact with these offices.

But both the owners are dead sir.So for change in title ownership there must be old owner and new owner,but the old owner's were already dead.So now who will transfer the name to new owner.please help me sir.
