I Wan't to take wine shop license in Thakur complex,Kandiwali,Mumbai Region.Please Give me suggestion what is the process or give me any reference about it!

Please find attached the Maharashtra State Excise Department's Citizen's charter. Page 13 onwards states where to make the application. Go through, get in touch with the officer concerned to more about the procedure and processes for obtaining the licence.

But i think exise department not essues new wine shop license,we have to take anybody's license on lease

Please consult with your state's exise department also consult with your state marketing corporation.. In tamilnadu wine shop's license not allowed to privates. Its under the state govt..
