whether vehcile can be insured by a person who doees not hold a registration certificate in his name but only has a sale report executed by the previous registered owner ?

Unless RC book is transferred in his name if he insured the vehicle, such insurance policy bears the name of the previous owner. Even if it is insured after the getting the RC book in his name he can get transfer insurance in his name.
