Disturbance from neighbour

Sir I am living in 1st floor of an apartment in chennai.The peron living in 3rd floor is having some plants in balcony and pouring water daily on tha plant which again falls on the people walking down.Moroever it is spoiling the washed clothes hanged outside.Can anybody in aparment have plants on the balcony ?Since this is a daily distrubunce how the come out of this problem

all tenants have equal rights, to air, easements and free from molested so if you have disturbance from above tenant you make the notice to the house owner and 3rd floor tenant, if not take any action then file to suit.regarding aforesaid reason.

1)has any society being formed?
2)if so society can lay down guidelines that plants cannot be placed on balcony if it inconveniences other residents and water is dripping from potted plants
3) if no society has been formed issue a notice to resident pointing out aforesaid facts and request him to stop practise of watering plants

yes i agree with experts.. if any owner available for your building just complaint him.. or just file a suit for your remedy..

Thanks for the reply.Society has been formed and I have made compalint to the society also.However that fellow has told that he will not remove the plant and I can do whatever I can and he will not do anything to remove the plant
