Can the Company nominate a person who is neither an employee of the Company nor related to it in any manner as Attorney of the Company to sign certain documents?

yes, if he is duly authorised by resolution.

The POA need not be an employee. But, a board resolution is must.

When the POA is to sign government papers like ROC, he should be the employee of the company.
