Dear Mr. Manoj,
Whether the GPA in favour of your friend is a Registered GPA?
Whether the person who granted the GPA is still alive?
If answer to both the above questions are 'YES", then on the basis of the GPA, your friend has to execute a CONVEYANCE DEED in favour of the daughter, and have it registered with the sub-Registrar. This will involve payment of Stamp Duty and Registration Fees.
Thereafter, on the basis of the Registered Conveyance Deed (i.e. Sale Deed), one can approach the Housing Organization for mutation of the name of the purchaser in the records.

Yes, on the basis of the registered GPA, the Conveyance Deed/Sale Deed can be executed and registered after paying proper stamp duty and registration fee.
