I am an Indian National resident in India, Can I open a bank account with a bank in Singapore?

Only banks of Singapore can guide you properly about the banking laws of Singapore.

Check with HSBC Bank people who hold accounts with them in India do get a facility of a local country account so if you shift in to Singapore they would provide you a local account there that would be basis your India account. They would be able to guide further. This is HSBC Advance account.
