Regarding protection of pay from a higher post to lower post

WHAT BENEFITS IN RESPECT OF PAY PROTECTION IS ADMISSIBLE TO HIM AFTER TECHNICAL RESIGNATION FROM A POST CARRYING LOWER GRADE PAY TO THE POST CARRYING HIGHER GRADE PAY, IF HIS PAST SERVICE HAS BEEN COUNTED UNDER CCS PENSION RULE 26(2) FOR THE PURPOSE OF PAY FIXATION, CARRY FORWARD OF LEAVE, PENSION ETC.

Can pay protection (otherthan surplus and deficiency scheme) be allowed to voluntarily take a lower post (gp 4200 to gp 2800). GOID No 28,29,30 below FR22 need to be seen
