for first appeal,there is no fees.only with the initial rti application you need to pay rs10 postal order etc.

visit the website of the concerned department to know the exact procedure to be followed there...
otherwise its mandatory to display the relevant rules in this regard in every public office....

I would like to clear that the term "Court Fee" is not defined in the Right to Information Act, 2005. and Only at the time of application, you have to pay specified fees via Postal Order, Bank Draft Etc.
In the first appeal, there is no provision to pay fee.

It is a question of fact and not of law. Some states have prescribed more fees. Check officail website of state Govt.

There is no fee for first appeal. Rs.10 is applicable for original application. You can enclose a DD/Postal Order along with the original application. If you have not enclosed with original application the PIO should bring this deficiency to your notice and you should be given an opportunity to pay this fee before refusing the application on this ground. However, if the PIO is given information in the absence of remitting the prescribed fee by you and you are not satisfied with the reply, you can appeal to the first appellate authority and you can remit this fee (DD/Postal Order) along with first appeal.
