Electricity meters

We have two 1BHK residential flats, one in the name of my father & other in my name.

We have combined both the flats together & have one single entrance door. This arrangement was provided to us by builder.

We have 2 single phase electricity meters, one for the flat in my father's name & the other for the flat in my name as we have 2 separate agreements for both flats.

We are staying in the above property since last 5 years.

All of sudden, now electricity department officials are pointing that we cannot have 2 electricity meters since we have combined both the flats & since there is only one entrance door for both the flats.

Please suggest the following:

1: Is it mandatory to have 1 electricity meter for 2 flats combined together even if there are 2 different sale deed agreements

2: Is there a penalty for having the above arrangement, if yes, how much?

3: What is the procedure to get only one meter if the above arrangement is incorrect

4: Is there any NGO or any other body which can help in the above process as we are unnecessarily being harassed by local electricity officials

there is no such rules and regulation in the electricity act that there can not be two meteres in one accomodation however it is mentioned that there will be no single meter for two seperate accomodation, there are many such decided cases in your support ,feel free to call for detailed advise regarding this.
