How do i select right consumer court for my case?

I'm living in Delhi and
I've purchased flat in Rudrapur city of Uttranchal state.

REGD. & HEAD OFFICE of property builder is in Delhi and branch offices are in Noida and Rudrapur.

I would like to get help to identify which area's consumer court should i approached to .file a case for builder delaying in possession

If either of the letters have been issued by builder from Delhi then you can also get exhaust Delhi Consumer fora otherwise go to Rudarpur.
