sir,
my friend uncle ( fathers brother ) was cultivating 3 acre of land long before in the year of 1996 he got occupancy right on that 3 acres of land from original owner , there after land owner filed the case in karnataka high court saying that out of 3 acres of land only 1 acre was agricultural land remaing 2 acre was not cultivating land it was only for use of bullcart way but his contension not accepted by honble high court , instead high court remanded the case back to land tribunal for inspection of land and lead evidnece and deposal of the case also directed to dispose the case with in 6 month.(order was passed in 2006)
till today land tribunal has not constituted our case not proceeded as per the high court order , now what step i has to take constitute the land tribunal or can i go back to high court with new case about not constitution of land tribunal

have you made application before Tribunal pointing out that as per directions issued by HC case has to be disposed of in 6 months .
if inspite of clear direction sissued by HC tribunal is not porrceeding with the case then move HC and point out how its directions have been flouted with impunity

You should obtain the certified copy of HC order and all orders of the lower court since 2006 till day and should go to high court seeking implementation of its order.
