Land registration rectification

Dear Sir,
Greetings to all of you on the new year 2013 occasion.
Sir, 4 years back, I purchased a 30X40 site in one of the towns in Karnataka State, India. While I purchased this property, the concerned Urban Development Authority had Temporarily approved the Layout Plan and based on that Temporary Layout Plan Approval (Dated 2007), I got my property registered in 2008 & my site number was “31”. This registration is done with complete payment to the Layout Developer (who us also the Land Owner) . In 2011, the Layout Developer got the final approval from the concerned Urban Development Authority and now, the layout is completely official. But now, when I saw the Final approved layout plan, my site number has been changed to number “5”. Now, I need to go for Sale Deed “Rectification”. I have couple of questions as below:
1) Whether I need to have the rectification for the registration done in 2008 and get this duly registered with Layout Developer’s Presence and his signature?
2) OR Is there any other method or Process where I can show the latest Lay out approval and old Temporary Lay out approval (issued in 2007) and I myself get the rectification done without the Layout Developer’s Presence. (Since Layout Developer has taken some loan from me and he is not able to pay it back to me, he is afraid to come & meet me and this is hindering my rectification Registration).
Please suggest on the above situation. Thanks in advance.

Rectification Deed to be Executed & Registered by Vendor , as consequential to Final lay Out Approval, with Re- Assigned Plot Number in Final Lay Out Plan .

1. Yes.
2. No scope as the rectification can be made only by seller so try to persuade the developer/owner to come and meet out this descripency.
