Ugly noise in the bathroom by tenant

Dear Experts,
My neighbor house tenant from last 6 months on wards daily in the morning in his bathroom from 9 am to 9.45 am making lot of big / ugly noise (nuisance) while cleaning is teeth, throut, mouth and nose, and repudiates same thing while bathing also, with this myself and my family members felling very bad, and in the morning we are unable to take breakfast and some time if any guest come to my house we are felling very bad in front of them.
In these regard my mother informed problems we are facing to tenant and owner of the building, and requested not to make big and ugly noise for long time like 40 to 45 minutes and asked to cut down the time to 5 to 10 minutes and if possible not to make ugly noise.
Initially for 2 to 3 days he had obeyed our request and later on started same type of nuisance.
So I request you all please suggest me how to face/ solve these kind of problems.

he has paid tenancy charges . lawful tenant . you can only request flat owner not to renew his tenancy . what he does in bath room is his buisneess

you can request him for lesser noise so that noise doe snot enter your house.

One is not permitted to make noise so as to disturb other residents so if your requests are not being acceded then make complaint to the society.
