Refund of security amount from the company

An amount of security of Rs. 50000.00 was deposited with Rallies India Ltd. for dealership of fertilizer. Neither the dealership granted nor the security amount refunded. Can a case be filed in Consumer Forum. Pl.guide.

request company to rerfund SD .Rallis is a reputed company . it wont be necessary to move consumer forum . if company fails to refund file summary suit
