Regarding transfer on spouse ground

Sir,
I m a central government employee posted at Delhi and my wife is serving in ONGC, who is posted at Dehradoon. Both of us have transferable nature of job.
In view of above circumstances I wish to be transferred to Dehradoon. I want to know that can I opt for transfer on spouse ground and will there be any loss of seniority on this ground? How many times I can opt for this?
Your valuable advice will be fruitful to me...

Spousal ground is valid ground for transfer.'However had both of you been in same organisation, it would have been a cakewalk for you.

You may definitely take plea but the matter of seniority may be a loss for you. There is no such limit as you asked.

It is an admissible ground although it is not enforceable right.

Further loss of the seniority is not there if posted in same cadre.

Loss of seniority is full (to start from zero seniority) if the transfer is outside cadre (even if within same deptt).

You have not specified what type of transfer you are seeking whether without or outside cadre.

You are a JE and I am sure your recruting authority/ appointing authority at Delhi would be different than that of the JE's cadre at Dehradun. So, you are destined to lose your seniority at Dehradun. In that case, it is advisable to you to check for some official who is willing to get mutual transfer with you. However, if the recruiting authority/appointing authority at both the places of Delhi and Dehradune is the same, you can keep your seniority intact.

if the transfer is within cadre then seniority loss is zero.

If transfer is outside cadre then seniority remaining will be zero.

Dear Sudhir,

It is not the question of transfer within or outside the cadre. The cadres of Junior Engineers exit in several departments. Except in the case of Officers of All India transfer liability that too in a few cases, seniority is maintained department wise, zone/division wise as well as recruiting office wise in different departments, more particularly in big departments, like telecom, defence, railways, postal, etc., for promotions etc., based on controlling officer wise in each zone. Common seniority is prepared only for the purpose of Group-A posts, not even up to Group-B level. My reply was based on that analogy. Rest you can check for yourself.
