Engineering college not refunding caution money and scholarship

Dear Sir,
I was student of an engineering college in greater noida till 2010. Now I am passed out.
I have got scholarship Rs. 47500 in 2010. My college is not refunding my caution money Rs 5000/- as well as Rs 47500/- . I have asked to refund my all money many times but institute always made some excuses. Once I got argued with college registar on that and i asked him to give a written on paper and he gave me written statement "Cheque book is not available" .
Now I want to take a legal action . Please advice me where should i go either consumer court or else.
I have all related documents/papers as proof.
This is more than 3 years, can i take still legal action.
How to send a legal notice to institution.

You should file a civil suit after serving a legal notice to the college authorities and university vice chancellor.

You may also file complaint before District Consumer Redressal Forum having jurisdiction after issuing notice to institution.
