Depends upon the type of education institution to be started. Affiliation from concerned university, board, technical board as the case may be. Local licenses / permissions if applicable are also to be obtained.

Some formalities depend upon the area i.e. rural, semi urban, urban etc. Please consult local institution or education office of the area.
