Issuing court decree for change of name

I want to change my name in my school and college marks cards. However, Karnataka Education department has rejected my application and has told that only on submission of court decree, it will be considered.
I approached Civil court for issuing court decree. Accordingly, notice has been issued to Education department and university. No reply was received to notice. All these things was presented in front of judge. However, Judge has denied to pass the order immediately saying that I have put the petition very late (after completing my PG) and I should have approached the court well before itself. AND ALSO TOLD THAT THERE IS NO VALID REASON. The case is postponed for submitting further argument.
Please let me know how to proceed. Is there any high court/Supreme court orders available.

This is a major concern in Karnataka as they removed gazette facility. Only a good lawyer can help u in this regard. Give a strong reason for name change, such as numerology etc., and fight for your rights. Name change is accepted everywhere in India. Only Karnataka is facing this issue, consult a good lawyer
