Sir, father of my friend was arms and ammunition dealer, now he is no more. His son{my friend) is a government teacher in basic shiksha parishad up .he has one sister (married) and she is not interested in this business. His mother is also not alive.can he take business licence from up government without leaving his job. ?

As he is govt servant and according to govt, service conduct rule he can not engage himself in some other business like under licence of the u.p.govt.

there are certain condition to do part time business while in active government service/employment, to deposit some amount in proportion to is income earned out of the simultaneous business opportunity, please go through the service regulations especially with regard to the state govt employees conduct of service.
