Tenant verification law and procedure

I come to know that Tenant Verification may be complete in following way:
1. Fill up Tenant Verification form..
2. Attached Agreement copy and supportive documents
3. Send to Jurisdiction Police Station by REGD. AD.
4. Acknowledge of the same is treat as Complete Police Verification..
Is it true...??
If Yes .. Please provide reference (Law or Notification regarding this)

Prescribed Form either is to be downloaded or obtained as hard copy.
Photo and I-proofs of tenets have to be attached.
Better submit form in person to police station and get acknowledgement.

But I just want to know is there any procedure to Register AD also..? Is that acknowledgement also treat as Verified...?
Or from where I found this particular act regarding Tenant verification.. in details
