Rti -second appeal

Dear Sir,
I made an RTI application to PWD Rampur, UP. I did n't get the satisfactory response. then I filed first appeal with the higher authority on 20th Nov. 2013. I got no response till date against my first appeal from the fiest appellate authoriy. But on 20th Fe, 2014 I got the same res[onse from the PWD department to whom I filed RTI originally.But the answer is sama and I am not satisfied.
What remedy lies now/
can I file straight away secnd appeal and to whom the seocnd will lie. I think its' state commission.Is there any limitaion .
Please provide your views. its. an urgent issue.

Section 19 (6) of the RTI Act:
(6) An appeal under sub-section (1) or sub-section (2) shall be disposed of within thirty days of the receipt of the appeal or within such extended period not exceeding a total of forty-five days from the date of filing thereof, as the case may be, for reasons to be recorded in writing.
Hence 30 days of the receipt of the First Appeal or within such extended period not exceeding a total of forty-five days from the date of filing thereof, as the case may be
For Second Appeal refer the section 19(3) which read as:
(3) A second appeal against the decision under sub-section (1) shall lie within ninety days from the date on which the decision should have been made or was actually received, with the Central Information Commission or the State Information Commission:
Hence Time Limit within ninety days from the date on which the decision should have been made or was actually received.
