Passport change of age in application before issuance!

Passport was applied a month back online.Birth Certificate/SLC were not there.Affidavit was prepared for age proof rejected by authorities saying that the applicant is literate.Now the applicant has got his birth certificate from Madurai Municipal Corporation,wherein the parents names are clearly mentioned except for the surname "Iyer".the age entered shows a difference of one month,a fresh appointment is being sought,whether the applicant can amend the age/name details at the time of appointment showing his birth certificate.he has annexed a copy of PAN Card,he is not an IT Assessee!,in that also there is an age difference of one month,(as entered into the application form)what is the remedy?

This guy never bothered to have his age recorded anywhere,he has been a small time businessman involved with his work,with little bit of education to read,write and count,he is associated with his brother,who is educated and running a well organised catering business!,now there is a need for him to have a passport for record and for future travel purposes!,hence he has seriously pursued to get his birth certificate and succeeded in getting one,he got the name of the Hospital where he was born from his brother.so far he had a small noting in his diary about his birth year,with a little accurate birth date but month was doubtful!

based on birth certificate he can seek to change details mentioned in his passport application
