regarding sec. 252 of cr.p.c.

My neighbour file a false case on me under sc st attrocity act. Hon' ble high court quashed that one. Actually he belongs to bc-c, but for filing the false case he obtained sc certificate from mro. I have all the evidence regarding this. Now I want to file a private complaint before the court u/s. 120(b), 182 and 211 of ipc against him. Sec 252 of cr.p.c mention on it or not please advise me?

Yes, you can file such case u/s 200 croc read with its section 2(d).

According to sec. 195 of crpc a complaint u/s 182 and 211 is not eligible to file. What does it mean and what is the procedur for filing of this case
